1. Create a new layer, fill it with #273D70 set it to Exclusion
2. Create a new layer, fill it with #1B38B6 set it to Exclusion 50%
3. Duplicate the base layer and put it on the top
4. Set the duplicated base layer into Luminosity 40%
5. Sharpen the base layer and add some brushes if you like
