Start with this image


1. Duplicate the base layer, set it to Soft Light
2. Create a new layer, fill it with #0E0C54 with opacity 75%
3. Create a new layer, fill it with #E525E7 with opacity 45%
4. Create a new layer, set the foreground color into #C60F29
5. Use the soft round brush and place it like this



6. Now, set the mode to Lighten
7. Use the mask below, put it above everything



8. Set the mask into Screen and the opacity to 75%
9. Back to the base image/layer, set the opacity to 60%


Here's my final result, you can add some brushes and sharpen the image if you want. Just play around to your liking.
